President

Pat Tully, Savion Energy

Since 2022, Pat Tully has served as the State Policy Manger for Savion, LLC and a USSEC board member. With over 15 years of public policy experience, he is responsible for state government relations to support the Savion renewable energy project portfolio – including solar, energy storage, and co-located solar and energy storage facilities.

Previously, Tully worked as a Senior Policy Advisor at the Ohio House of Representatives. Before that role, Tully served as a Policy Advisor at the Public Utilities Commission of Ohio, a Congressional Legislative Aide in Washington, DC, and a Legislative Aide in the Ohio House of Representatives. Tully is a graduate of The Ohio State University and resides in Powell, Ohio.

Andy White, Leeward Renewable Energy

Andy White manages the state government affairs program at Leeward Renewable Energy, a leading national developer, owner and operator of utility-scale renewables.  Leeward owns and operates 2,500 MW of installed capacity across nine states, with an additional 20,000 MW under development.   Before joining Leeward, Andy managed government affairs for Ohio-based First Solar, practiced law at an American firm in Tokyo, Japan, and led the energy and natural resources legislative affairs program for both the Ritter and Hickenlooper gubernatorial administrations in Colorado.  Andy is based in Denver, Colorado, and joined the USSEC board in 2021.

Mike Volpe, Open Road Renewables

Mike Volpe is a renewable energy industry expert with over a decade of experience spanning customer origination, project development, and finance. Mike co-founded Open Road Renewables with the goal of developing least-cost renewable energy in Ohio and established itself as one of the early leaders in by successfully developing the first utility-scale solar project in the Buckeye state. Volpe is a founding board member of USSEC and has served since 2020.

Jared Wren, Hecate Energy

Ohio native Jared Wren is a Senior Development Associate with Hecate Energy, a leading developer, owner and operator of renewable power projects and storage solutions in the United States. Wren specializes in utility-scale solar PV installations and has supported projects across the United States and sub-Saharan Africa, including the successful development of more than 400 MW of solar PV projects in the state of Ohio. Wren is a founding member of USSEC and has served on the USSEC Board of Directors since 2020.

Amanda Corll, Geenex Solar

Amanda Corll is the Director of Permitting and Regulatory Affairs at Geenex Solar who specializes in the development of utility-scale solar projects in the PJM region.  Amanda specializes in environmental analysis and permitting and has worked on projects across the US.  She has served on the USSEC Board of Directors since 2022. 

Trevor Sprague, Heelstone Renewable Energy

Trevor J. Sprague is Chief Development Officer for Heelstone Renewable Energy. Mr. Sprague’s responsibilities include new market identification and origination strategy. Mr. Sprague joined Heelstone upon graduation of the University of North Carolina at Chapel Hill’s M.B.A program, where he concentrated in both Energy and Entrepreneurship/Venture Capital. Prior to attending UNC Kenan Flagler, Mr. Sprague taught high school science in Cleveland, Ohio as a Teach For America corps member. In addition to his M.B.A, Mr. Sprague holds a B.S. in Biology from the University of Georgia. He joined USSEC’s Board of Directors in late 2022.

Rachael Estes, Apex Clean Energy

Rachael Estes has over 15 years of experience working on energy policy in the non-profit, government, and private sector. She currently serves as the Director of State Affairs focused on the PJM region for Apex Clean Energy, a renewable energy company focused on utility-scale solar, wind, and storage. Prior to her time at Apex, Rachael served as the Climate and Energy Policy Manager at the North Carolina Conservation Network (NCCN) and prior to her time at NCCN, Rachael served as the Energy and Commerce Committee Legislative Aide for a US Representative in Congress. She has a BA from the University of North Carolina at Greensboro and a Master’s in Public Policy from Duke University.
